The Regional Planning Commission Plan
The Regional Planning Commission for Jefferson, Orleans, Plaquemines, St. Bernard and St. Tammany Parishes , is a 26-member board of local elected officials and citizen members, appointed to represent the citizenry on regional issues.

One of the things the RPC report reflects is the number of blighted and adjudicated properties in Orleans Parish.

Another feature of their vision is presented by their Southeast Louisiana Rail Committee which was organized into four subcommittees: Freight Rail, High Speed Rail, Inter-city Rail (Baton Rouge to New Orleans) and Intra-city Rail (New Orleans central business district to the airport). Each subcommittee was charged with identifying project priorities. The committee as a whole then merged the individual projects into a regional rail program incorporating broad goals. This is a good thing.

Have you ever seen so much blighted property?

The big question - why isn't government transmuting this property from blighted to income producing properties? What is the problem here?

Isn't it these types of properties that ULI should convert - not the the high ground?
